نقش پدافند غیرعامل در تقویت حکمرانی و مدیریت یکپارچه کلانشهر کرج

چکیده
پدافند غیرعامل به‌عنوان رویکردی نوین در مدیریت شهری، نقش مؤثری در ارتقای حکمرانی، تاب‌آوری و هماهنگی نهادی ایفا می‌کند. پژوهش حاضر با هدف تبیین نقش پدافند غیرعامل در تقویت حکمرانی هوشمند و مدیریت یکپارچه کلانشهر کرج و ارائه الگویی بومی برای افزایش تاب‌آوری نهادی، اجتماعی و زیرساختی انجام شده است. روش تحقیق کیفی و مبتنی بر رویکرد فراترکیب (Meta-Synthesis) است که با تحلیل نظام‌مند یافته‌های پژوهش‌های داخلی و خارجی و کدگذاری مفهومی انجام گرفت. نتایج نشان می‌دهد که پدافند غیرعامل در کرج صرفاً ابزاری فنی نیست، بلکه چارچوبی راهبردی برای بازآرایی ساختارهای مدیریتی و نهادی محسوب می‌شود. براساس تحلیل‌ها چهار بُعد کلیدی در این زمینه شناسایی شد: تقویت هماهنگی بین‌نهادی و فرماندهی یکپارچه، کاهش آسیب‌پذیری زیرساخت‌های حیاتی، ارتقای حکمرانی هوشمند و تاب‌آور و توسعه مشارکت اجتماعی مردم‌محور. نوآوری پژوهش حاضر در طراحی الگویی مفهومی بومی برای ادغام مؤلفه‌های پدافند غیرعامل در ساختار حکمرانی شهری کرج است که روابط میان تاب‌آوری نهادی، اجتماعی، زیرساختی و مدیریتی را به‌صورت یکپارچه تبیین می‌کند. این الگو نشان می‌دهد که ادغام اصول پدافند غیرعامل در نظام حکمرانی شهری، ضمن افزایش اثربخشی تصمیمات، مسیر حرکت به‌سوی حکمرانی پاسخ‌گو و پایدار را هموار می‌سازد و الگویی قابل تعمیم برای سایر کلانشهرهای کشور فراهم می‌آورد.

Passive defense, as a modern approach in urban management, plays a significant role in enhancing governance, resilience, and institutional coordination. This study aims to explain the role of passive defense in strengthening smart governance and integrated urban management in Karaj metropolis and to propose a localized conceptual model for improving institutional, social, and infrastructural resilience. The research is qualitative in nature and follows a meta-synthesis approach, based on systematic analysis of domestic and international studies and conceptual coding. The findings indicate that passive defense in Karaj is not merely a technical or security tool, but a strategic framework for restructuring the city’s managerial and institutional systems. Based on the analysis, four key dimensions were identified: enhancing inter-institutional coordination and unified command, reducing the vulnerability of critical infrastructures, promoting smart and resilient governance, and developing citizen-centered social participation. The innovation of this study lies in presenting a localized conceptual model that integrates passive defense components into the urban governance structure of Karaj. This model explains the interrelationship among institutional, social, infrastructural, and managerial resilience in an integrated manner. The results show that incorporating passive defense principles into the urban governance system not only increases the effectiveness of managerial decisions but also facilitates the transition toward responsive and sustainable governance, offering a transferable framework for other major cities in the country.
